1.招标条件

本招标项目的招标人为自贡兴川光电有限公司(以下简称“招标人”),建设资金为企业自有资金,现招标人对针对小型户用锂电池系统合作伙伴,进行招标,诚邀社会对本项目感兴趣的供应商参与项目。

3.投标人资格要求

3.1投标人须满足如下通用资格要求:

In addition:

Note that all compulsory certificates or test results shall be provided for each battery, for each size, including the particular BMS.  i.e. there are no family-of battery tests on one battery that shall cover other similar li-ion batteries from the same manufacturer.  (The exception to this is the life-cycle testing).

IEC definition of battery for Portable Applications: [taken from IEC61960-3 (2017)]

 

Portable applicaions comprise hand-held equipment, treansportable equipment and moveable equipment.   Examples of the main uses are shown below:

a)       Hand-held equipment: smartphone, tablet PC’s, audio/video players and similar equipment,

b)       Transportable equipment: motebook computers, CD players, and similar equipment,

c)        Moveable equipment:

·         18kg or less in mass and not fixed in place, or

·         Provided with wheels, castors or othermeans to facilitate movement by an ordinary person as required to perfoemn its in tended use,

·         Poiwer tools, power asssited cycles, business use video cmaeras and similar equipment.

Note 1: All applications using batteries whose nominal voltages are equal to or over the harzardous voltage of 60V are excluded.

Note 2: EESS (Electrical Energy Storage Systems) and UPS, which use batteries over 500Wh are excluded.

Note 3: Self-propelled vehicles are excluded.

 

Conclusion:

è Bidders may choose whether to define their particular battery as portable or stationary, within the IEC 61960 guidelines, which are guuidelines only.

è All non-portable batteries shall be considered as stationary batteries.

è If in doubt use the stationary battery classification for applicable standards, which are adequate for all SHS batteries.

 

C.4.3.2 Particular requirements

  1. Allowed batteries shall be one of following types only:
  2. Public facility systems: Li-ion LFP type only as per Table 5.
  3. SHS: NMC type only as per Table 5.
  4. The expected battery life under the solar design cycling conditions shall be a minimum of 2,000 cycles.
  5. The battery cycle life under test-certified conditions:
  6. Public facility li-ion batteries: at 90% DoD must exceed 2,000 cycles when tested to approved standard, to 80% percent of rated capacity. If cell only is tested then derating of cycle-life for complete battery shall be provided.
  7. SHS Li-ion batteries: see section D.4.3.3.
  8. The safe charging temperature limit on certificate of IEC 62133-2 for certified li-ion cells shall be at least 500C for SHS and public facilities and 600C for streetlights.
  9. Preferably only four standard sizes of batteries shall be used to facilitate spares and parts management.

C.4.3.3 General Requirements

  1. The rated amp hour capacity is specified at 25°C at the C20 (20 hour) discharge rate to to standard safe discharge voltages for Lithium Ion batteries, as indicated in Table 5.
  2. For consistent use of terminology and clarification of 4.3.2(a) Li-ion batteries are classified as one of the following types with the corresponding performance characteristics:

  1. The minimum rated capacity at C20 shall be not less than the values specified in Table 3, which refers to allowed Li-ion types. Capacity adjustments shall be made to accommodate any particular battery’s performance and optimal depth of discharge to achieve the same expected cycle life.

  1. Li-ion batteries shall be carefully matched with charge controllers to prevent overcharge and unsafe thermal runaway conditions, justified based on certified ranges of relevant IEC standard. Li-ion batteries shall be provided with integrated Battery Management System (BMS), which provides the following key additional functions:
    • Cell protection via passive balancing function for series-connected cell blocks
    • Overdischarge protection
    • Overcharge protection
    • Over-current protection
    • Short circuit protection
    • Reverse polarity protection
    • Over-temperature cut-out of charge and discharge
    • Under-temperature cut-out of charge and discharge
    • Temperature detection via temperature sensors in at least each cellblock (so up to 9 probes for a 24V battery), set to within the limits of the IEC 62133-2 certified battery cell. The minimum over-temperature cut-off is 500C for SHS and public facilities and 600C for streetlights.

C.4.3.4 Battery Banks

  1. Batteries may be connected in series to make up the required system voltage.
  2. No more than 2 batteries shall be connected in parallel.
  3. Batteries, which are connected in parallel, must be of the same model, type, age and size.
  4. Li-ion batteries connected in series or parallel arrangements shall be documented to isuslrte how BMS/EMS ensure safe operation of the individual batteries.

 

C、 4.3.4电池组

C.4.3.5 Installation related issues

  1. Battery inter cell connectors shall be supplied with the battery. They shall be professional quality, corrosion resistant and fully insulated.
  2. A battery circuit breaker is to be installed at the positive battery terminal and is to protect against short-circuit. The breaker rating is described in section C.3.5 Switchgear and sockets.
  3. Each battery shall be labelled with a unique number numbered from negative to positive cells.
  4. Appropriate danger/caution signage shall be put in place.
  • 3.5安装相关问题

  1. Each battery/cell shall be engraved with the supply date
  2. The supplier is required to provide for each Battery offered the following data:
    • The battery must be labeled indicating at minimum Manufacturer, Model Number, Voltage and Capacity.
    • Type of the battery: Li-ion and type – LFP
    • Battery Voltage
    • Battery Capacity@C20
    • Warranty information
    • Barcode
  3. The supplier is required to provide for each Battery type the following general data
    • Battery discharge performance versus Temperature
    • Battery cycle life versus depth of discharge
    • Battery cycle life versus battery temperature
    • Battery cycle life versus charge voltage, (including useable battery capacity)
    • Product brochure for battery
    • BMS information and brochure
  4. The supplier is required to provide for each Battery type the following test data
    • Battery discharge performance curves at C10 and C50, at a minimum
    • Battery cycling curves against IEC 61690, IEC 62620, or IEC 61427-1 for Li-ion.
